Regulations on reviewing

The procedure for reviewing articles published in the electronic scientific journal "Culture and Technology"

  1. All manuscripts of articles submitted to the editorial office of the journal "Culture and Technology" undergo initial examination and peer review. The primary examination is carried out by the Responsible editor and members of the editorial board of the journal: the compliance of the manuscript of the article with the subject of the journal, the requirements established by the editorial board for the design of manuscripts of articles and for the design of bibliographic references to articles are evaluated.
 If the manuscript of the article complies with the journal's subject matter, established rules and requirements, it is accepted by the editorial board and sent for review. 
In case of non-compliance with the journal's subject matter, established rules and requirements, the article is rejected without review.
  2. All articles accepted by the editorial board are reviewed. The review procedure is mixed. Both internal review is used (the reviewers are members of the editorial board and the international editorial board of the journal, who are specialists in the relevant field of research) and external (involved reviewers from among the leading experts in the profile of the article). The reviewers are appointed by the editor-in-chief. The review is carried out by the double-blind peer review method. All reviewers must adhere to the ethics requirements of scientific publications, be objective and unbiased.
The review is conducted confidentially. 
If the article is rejected by the reviewers, the rejection is sent to the authors with an indication of the reasons.
The period for reviewing articles is no more than 3 weeks.
  3. The review indicates the relevance of the article, the reliability of the research results, the degree of their novelty, scientific and practical significance. The main shortcomings and shortcomings of the material (if any) are also indicated. The reviewer makes a conclusion on the possibility of publishing the article: accept (including minor edits); conditionally accept (with revision and re-review); reject.
  4. If the review is positive, the article is submitted to a meeting of the editorial board to resolve the issue of publication. If there are comments from the reviewer that require revision of the article, it is sent to the author to eliminate them. After receiving the reviewer's opinion, the issue of publication is considered at a meeting of the editorial board. 
If the review is negative, the work is sent for additional examination. In case of two negative reviews, the author is given a reasoned refusal, certified by the Editor-in-Chief or his deputy. If the second review is positive, the issue of publication is submitted to the meeting of the editorial board.
  5. The decision to publish the article is communicated to the author via the journal's website with a notification to the email address. The editorial board provides the authors of the articles with reviews in electronic or written form without specifying the name of the specialist who conducted the review. Rejected manuscripts of articles will not be accepted for reconsideration.
  6. The reviews are kept in the editorial office for 5 years; upon receipt of a corresponding request, they are submitted to the state authorities of the Russian Federation.
